Added: Work-around for a kernel panic bug which was introduced in macOS 10.15. This bug causes a kernel panic when an HFS+ volume is created on a 4Kn HDD (a disk with 4 KB sectors) which is housed in a USB 3 or USB 3.1 enclosure.
