Apple apparently does not believe users need RAID for startup, so the macOS team have been systematically removing the capability piece by piece since High Sierra. the new ARM macs will not have any possiblity of RAID boot disks.

A few users have succeeded in Mojave with both Apple RAID and (somehow) with SoftRAID, but the downside is the Securty updates won't install, so you need to install onto your backup Apple disk, then CCC it back.
